Now that we have the match-all.action file, the other action
files changed their position in config->actions_file[] back
to the way it was before standard.action got removed and the
changes from revision 1.84 have to be reverted.

Move the match-all section into a separate file
(match-all.action) so we can safely overwrite the
default actions when updating. Based on Roland's
