Privoxy version 3.0.17 built with FEATURE_IPV6_SUPPORT set to 'No'.  Hopefully this fixes

  Error message when starting Privoxy: freeaddrinfo() on Win2K - ID: 3111238

  The procedure entry point freeaddrinfo could not be located in the dynamic link library WS2_32.dll
  Win2K, fresh install of Privoxy. Apparently, and old issue, but is there a simple fix?
